PEP_bSCROLLINGSCALECONTROL

Purpose

If set to True, and the chart is zoomed or scrolled,  the axis scales will re-scale themselves with respect to the current data in view.  If False, the scales will reflect the minimum and maximum of all data contained in the chart or those extents manually configured.  This property works in conjunction with ManualScaleControlY and other related properties set to None/Auto.
